四 | 加装电梯项目应符合规划、建设、消防、电梯管理等法律法规要求。    值得注意的是，享受超长期特别国债补助的项目不再享受《泉州市人民政府办公室关于中心市区既有老旧小区住宅楼加装电梯政府补贴有关事项的通知》《泉州市住房和城乡建设局、泉州市财政局关于鲤城区、丰泽区既有老旧小区住宅楼加装电梯政府补贴有关事项的通知》中关于加装电梯的补贴政策。    根据要求，国债支持加装电梯项目应于2026年年底前全部开工，办理相关手续并纳入安全监管，落实保护燃气管道及施工安全措施。工程投资额100万元以上且建筑面积大于500平方米的，应当依法申请领取施工许可证。工程投资额在100万元以下（含100万元）或者建筑面积在500平方米以下（含500平方米）的，纳入小散工程安全生产管理；开工前，建设单位应按规定在福建省房屋市政小散工程监管系统进行安全生产信息登记，自觉接受安全生产监督指导。使用单位应与有资质的电梯维护保养单位签订电梯日常维护保养合同，按照有关规定加强电梯日常使用管理。电梯制造（承建）企业应提供不低于5年的整机质保和全包维保，鼓励投保期限5年及以上专项维修保障保险。（融媒体记者 谢曦）。
